Moscow and Moscow Oblast, in spite of administrative division, exist in unity for a long time. Inhabitants of Moscow Oblast usually go to Moscow in order to work or study here. Muscovites, in their turn frequently visit the Oblast because there are a lot of splendid recreation areas. Thus, the highways are having traffic jams nearly all the time in both directions, whether it is a rush-hour or not.

However, even if you live around so-called Kilometre Zero the fare to go to Moscow and back is still expensive.

Taking this fact into consideration, the officials of the Institute for the Humanities and IT made a decision to provide a discount for the first year students from Moscow Oblast to help them compensate their fare costs.
