March 1th, 2011 a federal law «About Police» came into effect in the territory of Russian Federation. There is much ambiguity in attitude to modeling Russian law enforcement agencies after its Western counterparts because of social, historical, cultural and economic reasons. IGUMO Law Department’s activists look upon the issue from a professional point of view. A generation of people with a new type of legal consciousness has emerged in Russia and they shall be involved in the work of the newly reorganized Russian Police. New law enforcement structural departments are to be formed under the new law and that requires advanced personnel training and education.
